Scott Carter was named senior vice president, Commercial Operations, and Chief Regulatory Officer for AGL Resources (NYSE:GAS) in September 2012. In his role, Mr. Carter is responsible for the oversight of customer experience, energy efficiency and utility marketing for the company's seven natural gas distribution companies, as well as for setting regulatory strategy in all jurisdictions throughout the enterprise.

Mr. Carter brings extensive regulatory knowledge of the company's jurisdictions to his role and serves as the company's primary advocate regarding national and state regulatory policies affecting the natural gas industry. In addition, he is responsible for representing the company's interests in matters before the Federal Energy Regulatory Commission. Prior to his current role, he served as vice president and Chief Regulatory Officer.

Since joining AGL Resources in 2001, Mr. Carter has served in various roles within the regulatory affairs function. Before that, Mr. Carter developed his regulatory affairs expertise as a senior accountant at Deloitte & Touche and Conn & Company P.C., where he specialized in gas and electric utilities. He provided consulting services to clients on such matters as regulatory filings, rate case forecasting, billing pro-ration, debt structuring, centralized service allocation, derivative transactions and other business matters.

Mr. Carter holds a bachelor of business administration in accounting from Valdosta State University.

Mr. Carter serves as the Vice-Chair of the American Red Cross Southern Region Blood Services Board. He previously served as the Chairman of the American Gas Association's Rates Committee.

Mr. Carter is a native of Georgia. He and his wife have two daughters.
